After relocating to East Tennessee, we came across an old sign near our shed: “Sunset Bluff Lane.” Faded but resilient, it reminded us of the strength we carry from years in emergency service, and the new foundation we were building here.
That spark became something bigger. A new direction. A commitment to help others—through steady Administrative Services, clear communication, and crisis readiness. Sunset Bluff is more than a location. It’s a mindset.

Todd Hutchings is a seasoned emergency management and fire service professional with more than 20 years of experience across federal, state, and local agencies. As President and Principal Consultant of the Emergency Management Division at Sunset Bluff Services, he combines operational expertise with strategic leadership, helping organizations strengthen their resilience, enhance readiness, and achieve measurable recovery outcomes.
LuAnne Hutchings
LuAnne Hutchings is a seasoned business operations leader with expertise in revenue accounting, contract management, and small business administration. As Vice President of Business Operations and Director of Administration at Sunset Bluff Services, she combines corporate precision with entrepreneurial insight, ensuring each division operates with clarity, compliance, and confidence.
