Preparedness and Prevention work hand in hand to strengthen community readiness and reduce the likelihood of incidents before they occur. The Sunset Bluff Emergency Management Division develops and implements Emergency Operations Plans (EOPs), Continuity of Operations Plans (COOPs), and Recovery Frameworks tailored to each organization’s mission and risk profile. Our services include Threat and Hazard Identification and Risk Assessments (THIRA), vulnerability analyses, and pre-incident planning to identify and mitigate potential hazards early.
We deliver comprehensive training programs in the Incident Command System (ICS), National Incident Management System (NIMS), Homeland Security Exercise and Evaluation Program (HSEEP), Wildland, and Community Emergency Response Team (CERT), along with HSEEP-compliant exercises and EOC readiness support. Additional capabilities include safety audits, protection of critical infrastructure, integration of early warning systems (utilizing AI, GIS, and sensor networks), and public safety education campaigns. For both public and private sector partners, we provide business continuity, resilience planning, and grant management to ensure operational strength before, during, and after emergencies.
